Doca: Edgar Alves de Andrade Remains One of Rio’s Most Wanted Criminals

Edgar Alves de Andrade, known as Doca or Urso, is a Brazilian criminal who has been identified by Brazilian authorities as a major figure associated with the Comando Vermelho in Rio de Janeiro. His name has appeared repeatedly in investigations and court proceedings concerning the organization’s activities in the Complexo da Penha and other areas of the city.

According to the Rio de Janeiro Public Prosecutor’s Office, Doca was identified as a principal leadership figure within the Comando Vermelho’s structure in the Complexo da Penha. In October 2025, the GAECO/MPRJ and Rio de Janeiro Civil Police carried out an operation against members of the organization and reported that Edgar Alves de Andrade was among those investigated and charged in the case. The criminal complaint was received by the 42nd Criminal Court of Rio de Janeiro. These proceedings concern allegations and should be distinguished from any final criminal conviction.

Doca has also been listed by Rio de Janeiro’s Disque Denúncia as a wanted fugitive. The agency identifies him as being associated with the Comando Vermelho and records outstanding judicial orders against him. His status as a fugitive has made him a recurring target of law-enforcement operations.

In March 2026, a report based on a Federal Police intelligence document identified Edgar Alves de Andrade among the principal Comando Vermelho leadership figures operating in Rio de Janeiro, specifically associating him with the Complexo da Penha. The document was part of an intelligence effort examining organized crime leadership in the state.

Despite major police operations in Rio de Janeiro, Doca remained at large. Reports in 2026 continued to identify him as one of the principal criminal figures sought by authorities. His case remains connected to ongoing investigations and judicial proceedings, meaning allegations reported by authorities should not automatically be treated as convictions.

Doca’s public profile illustrates how individuals identified by authorities as organized-crime leaders can remain subjects of prolonged investigations and police searches. His current legal status is therefore best understood through official court records and statements from Brazilian law-enforcement institutions rather than through unverified claims.
