Juan Carlos Valencia González, also known as “El 03,” “R3” and “El Pelón,” is a Mexican-American criminal figure identified by U.S. authorities as the successor to Nemesio Rubén Oseguera Cervantes, known as “El Mencho,” at the head of the Jalisco New Generation Cartel (CJNG).


Valencia González was born in Santa Ana, California, on September 12, 1984. His U.S. birthplace has made him an American citizen, while he also has Mexican nationality. He is the stepson of El Mencho and the biological son of Armando Valencia Cornelio, a founder of the former Milenio Cartel.

His rise to the top of the CJNG followed the death of El Mencho during a Mexican military operation in February 2026. In August 2026, the U.S. Department of Justice stated that, according to court filings, Valencia González assumed the role of CJNG’s top leader after Oseguera’s death. The National Counterterrorism Center had also identified him as the organization's new leader.

The CJNG has been designated by the United States as a Foreign Terrorist Organization.
