Jarvis Chimenes Pavão: Brazilian Trafficker Who Built His Criminal Network in Paraguay


Jarvis Chimenes Pavão is a Brazilian organized-crime figure whose career became closely associated with Paraguay and the criminal networks operating along the Brazil-Paraguay border. Born in Ponta Porã, Mato Grosso do Sul, he moved into Paraguay during the 1990s and eventually became one of the best-known figures in the region's illicit economy. Authorities in both countries have described him as a major supplier within cross-border drug-trafficking networks.


Pavão's criminal history dates back to the 1990s. In 1994, he was arrested in Santa Catarina with cocaine, although that case did not result in a conviction. He later established himself in Paraguay, where investigators connected him to money laundering and organized criminal activity. In 2009, Paraguayan authorities arrested him at a rural property in the department of Concepción.

Conviction in Paraguay

A Paraguayan court convicted Pavão in 2014 and sentenced him to eight years in prison for criminal association and money laundering. The case also resulted in the confiscation of several properties and other assets. A 2022 mutual-evaluation report by the Financial Action Task Force's regional system documented the conviction and the confiscation proceedings.

His imprisonment did not end his influence. Investigations in Brazil later alleged that trafficking operations connected to Pavão continued while he was incarcerated in Paraguay. His extraordinary privileges inside Tacumbú prison also attracted international attention, with reports describing an unusually comfortable prison environment and raising questions about corruption and institutional failures.

Conflict on the Paraguay-Brazil border

Pavão became increasingly important in the history of organized crime around Pedro Juan Caballero and Ponta Porã. His name was later associated with the 2016 killing of Jorge Rafaat Toumani, a major criminal figure on the border. Brazilian judicial records have described Pavão as a suspect in Rafaat's killing, but this allegation should be distinguished from his established convictions.

The death of Rafaat was followed by a struggle for control of criminal markets along the border. Brazilian judicial records later described Pavão as one of the principal suppliers to Brazil and documented investigations into organizations allegedly connected to him.

Extradition to Brazil

In December 2017, after completing his Paraguayan sentence, Pavão was extradited to Brazil. He was transferred to Brazilian authorities and subsequently held in the federal prison system. Reuters reported at the time that he was expected to serve a Brazilian sentence for offenses including international drug trafficking, money laundering and criminal association.

His legal problems in Brazil continued after extradition. In May 2021, the Federal Court in Porto Alegre sentenced Pavão to 16 years and five months for international drug trafficking and association with international drug trafficking in a case arising from Operation Argus. The court found sufficient evidence for five trafficking offenses and the association charge.

In October 2022, a federal jury in Rio Grande do Sul acquitted Pavão of a separate qualified-homicide accusation but convicted him of drug trafficking and association with trafficking, imposing another sentence of 23 years, eight months and 20 days. The acquittal is significant because it demonstrates the distinction between allegations made against him and crimes for which Brazilian courts actually found him responsible.

Jarvis Chimenes Pavão therefore remains a notable figure in the history of organized crime along the Paraguay-Brazil border. His story spans decades, two countries and multiple criminal proceedings, while his convictions in Paraguay and Brazil form a documented judicial record distinct from other allegations that have surrounded his name.
